Step-by-Step Guide to Plan Consent and URA Lodgement Scheme
| STEP 1 |
Check if your proposed work is exempted from JTC's Plan Consent
If your proposed work is listed under Annex A, you do not need to secure JTC's consent of your plan.
Note: This does not mean exemption from submission to other authorities. |

STEP 2 |
Read through the Allocation Plan, Fact Sheet and Building and Civil Works (B & C) Guidelines to know JTC's requirements and planning parameters.
You will find this information attached to JTC's Letter of Offer or Consent for Assignment issued to you during allocation, assignment and lease renewal.
You may also obtain the Fact Sheet for existing development from JTC.
Before preparing your plans, you should familiarise yourself with JTC's requirements by reading the Allocation Plan, Fact Sheet and Building and Construction Guidelines. |
| STEP 3 |
Purchase plans of existing JTC buildings
If you need to refer to existing JTC-built buildings, you may request for the plan purchase online. These will help your consultants prepare plans for submission.

| STEP 4 |
Select the relevant Self-Declaration form
One set of Self-Declaration form must accompany all plans that are submitted to LPD for consent. The form will be retained by JTC.
There are separate forms for the different categories of premises leased or rented as indicated below. Please ensure all items in the forms are completed. Both tenant or lessee and consultant must sign the Self-Declaration forms. Incorrect declaration could lead to invalidation of the consent.
Note: JTC has revised the self-declaration forms on 11 January 2010. Please note that JTC will not accept older versions of the self-declaration forms with effect from 1 February 2010. - For URA lodgement, the EDF Form (URA) authorisation letter has to be submitted.

| STEP 5 |
Preparation of plans
You are to ensure the format of your plans complies with basic requirements. To help us to speed up the processing of your plans, be sure to comply with the following:
- Site is highlighted in red on Key Plan.
- Boundaries are drawn in red on Site Plan.
- Addition and alteration works are adequately shown and highlighted in appropriate color.
- All plans, including all pasted portions, are stamped and signed by the tenant, lessee or consultant.
- Project title reflects the proposed work, company's name and address.
- Allocation number is indicated.
- A 100mm x 100mm blank space is provided for JTC's consent stamp.

| STEP 6 |
Obtain clearance from relevant authorities
- If your proposal involves the use of boilers, chimney, LPG or other chemicals and gases, you need prior clearance from National Environment Agency (NEA).
- If your proposal involves worker's dormitory, you need prior in-principle approval from JTC's customer engagement officer.
- If your proposal involves worker's dormitory, prior clearance from NEA is required.

| STEP 9 |
Submit your compiled documents to JTC
1. You may mail your compiled documents to:

2. You may call 92958379 to arrange for an appointment to submit your plans to the officer in-charge.
3. You may submit your submission via corenet electronic submission system.
Note:
- No fee is required.
- We will notify you of the outcome of your application within 10 working days.
