Introduction

As Singapore's largest developer of industrial land and facilities, JTC is committed to helping our customers improve their international competitiveness.

We offer industrialists a choice of facilities for quick start-ups and cost efficient operations. The range includes prepared industrial land, standard factories, flatted factories, stack-up factories, and specialised parks for wafer fabrication and petrochemical industries, among others.

We also seek to foster partnership with our customers and to continually improve our service levels.

This online guide is designed to help potential customers apply for and secure a facility from us. It is an easy-to-use guide for filling and submitting an application form. We hope you will find it useful.

A Simple 8-Step Process

 

Applying for an industrial facility from JTC?  The entire process has been simplified to 8 easy steps.

 

STEP 1

Collect Application Kit

You can simply access JTC's website for information contained in the application kit and download a soft copy of the application form directly onto your personal computer.

If you have no computer access you may call us at 1800-5687000 or fax us at 68855899 to request for an application kit to be mailed to you. 

Alternatively, you may collect your application kit from our Contact Centre at The JTC Summit, 8 Jurong Town Hall Road, Singapore 609434. 

Application kits will also be available at product launches.

STEP 2

Fill in the Application Checklist

Answer the five questions in the checklist. It will help you to have a better understanding of JTC's qualifying criteria for our industrial facilities. You will be able to do a preliminary assessment and know your chance of qualifying for our facility.

STEP 3

Complete the Application Form

To help us process your application quickly, we would like to request that you fill in the application form fully. Do contact us at 1800-5687000 if you require any assistance. 

STEP 4

Submit Application Form and Supporting Documents

Submit the completed application form with the relevant documents (listed below):

a. A Business Profile Extract from Accounting and Corporate Regulatory Authority
b. A copy of the Certificate of Incorporation (for Private Company Limited By Shares)
c. Company's latest annual report or audited account 
d. Brochures of company, products and services (if applicable/available) 
e. Any other relevant information to support the application

You may  for our flatted factory premises.  Applications for standard and stack-up factories may be submitted by hand or mail. Hand delivered applications should be submitted to our Customer Service Executives at:

STEP 5

Receive Acknowledgement of your Application within 3 days

An acknowledgement letter will be issued to you once JTC Corporation receives your application. Contact us at Tel: 1800-5687000 if you have any questions or do not receive your acknowledgement letter within three working days from the date of submission.

If your application is incomplete or does not provide sufficient information, you will receive a letter notifying you to submit the required information within seven days from the date of submission.

STEP 6

Interview or Company Visit

In order for us to gain a better understanding of your company's operation and plans, our officers may visit your premises or invite you to come for an interview.

STEP 7

Receive Letter of Approval / Notification

If you are successful in your application, a letter of approval will be sent to you about 6 weeks after the closing date of application.If you do not hear from us, please contact us at Tel: 1800-5687000 for verification.

A letter of offer will also be given to you within 7 working days from the approval date. Please note that our offer will be conditional upon the clearances from other relevant authorities such as the Central Building Plan Unit (CBPU) and the Public Utilities Board (PUB).

Unsuccessful applicants will receive a letter explaining why their application has been unsuccessful within 6 weeks from the closing date of application.

STEP 8

Submit Letter of Acceptance to JTC Corporation

If you accept JTC Corporation's offer, you should send your letter of acceptance within TWO weeks from date of offer, with:

a. completed GIRO form
b. payment
c. clearances from CBPU and PUB

Application Checklist

As a developmental agency, JTC Corporation must ensure that Singapore's limited industrial land resources are put to the best possible use. For this reason, every application is carefully evaluated according to a set of criteria which has been drawn up to ensure that value-add from our land and factories is maximised.

The checklist (a copy can be found in the application kit) will help you to assess whether you are able to meet JTC Corporation's qualifying criteria. If you have any questions in filling up the checklist, please do not hesitate to call our officers at 1800-5687000.

Q1.

Is your business related to industrial activities?

 

 
Industrial activities include manufacturing, production, assembly, servicing, research and development.
 
Non-industrial activities include commercial office usage, trading, retail and wholesale.
 
Note: For business park activities, please refer to the product brochure.

 

 

Q2.

Is your proposed industrial activities compatible with the zoning of JTC Corporation's industrial facilities?

 

 
You need to check whether your proposed industrial activities are compatible with the zoning requirements.  For example, only light and clean industry may be housed in a flatted factory, and food factories are only permitted in a food zone.  (To check the zoning, please refer to the product brochure in the application kit.)

 

 

Q3.

Does your proposed space utilisation comply with Urban Redevelopment Authority's 60:40 Rule?

 

 
Under URA's 60:40 rule, you must ensure that:

a.

At least 60% of the gross floor area is to be used for pure industrial floor space (i.e.manufacturing, assembly, research & development), warehousing and ancillary stores

b.

The other 40% of the gross floor area may be used as ancillary offices, showrooms, neutral areas and communal facilities.

c.

Usage such as commercial office or storage unrelated to the approved industrial activity is not permitted.

Please note that JTC Corporation facilities and land sites are to be used for industrial purposes only.  For business park activities, please refer to the product brochure.

 

 

Q4.

Does your application for industrial land meet JTC Corporation's minimum plot ratio requirement?

 

 
JTC Corporation would like to encourage maximum intensification of land usage. Details of the prevailing minimum plot ratio requirements are available in the product brochure in the application kit. You must meet the prevailing minimum plot ratio for the estate you are considering. You will stand a better chance of allocation if you can build to a higher plot ratio.  
 
Note: This criterion is not applicable if you are applying for JTC Corporation's ready-built factories.

 

 

Q5.

Have you fully utilised the land and factory space of your existing JTC Corporation facilities?

 

 
This criterion only applies to existing JTC Corporation lessees. They are encouraged to make better use of their existing land and factory space before applying for new sites or facilities.
 
Generally, priority will be given to lessees who have made full use of their existing industrial land or facilities.
 
As a guide, applicants who have intensified their land usage close to the allowable plot ratio, and made good use of their factory space with minimum subletting will stand a better chance of allocation.

Purchase Prices, Rents and Other Charges

Lease of Industrial Land

Land Rent
You are required to pay a land rent for the lease of industrial sites. The rental rates vary according to the location of the sites. The land rentals are paid in advance every month and are revised annually to JTC Corporation's land rent at the time of revision, with a 5.5% escalation cap over the preceding year's land rent. 

Land and Building Price
Alternatively, industrialists can also make a lump-sum payment of the land and building price at the beginning of the lease. This scheme applies for a maximum lease term of 30 years.

Other Fees
Other fees and charges include JTC survey fee, URA processing fee, Singapore Land Authority fee, cost of preparation of the Building Agreement and Lease, and Goods & Services Tax (GST).

Flatted Factory Rental Scheme

Building Rent and Service Charge
If you are renting your flatted factory space, you will have to pay your building rent monthly in advance. A service charge is also levied for the provision of maintenance services and management of the estate and building. This is also payable monthly in advance.  A 10% interest per annum will be payable on the outstanding purchase price if you opt to pay by instalments.

Security Deposit
You will be required to place a security deposit for the tenancy term. The deposit is equivalent to THREE months' rent and service charge. The deposit may be paid in the form of a Banker's Guarantee, Insurance Guarantee or Cash.  However, if you pay your rent and service charge by GIRO, your security deposit will be reduced from THREE months to ONE month.  This is part of the off-budget measures introduced since 1 April 2003 for tenancies and temporary occupation licences.

Other Fees
Other charges include stamp fees and GST. 

Standard Factory Purchase Scheme

Land and Building Price
Please refer to the product brochure for the land and building price of our standard factory unit. You may opt to make payment in one lump-sum or just an initial downpayment of 10% of the land and building price upon acceptance of offer. Thereafter, the remaining 90% has to be paid on or before the commencement of the lease, failing which a late payment interest of 8.5% per annum will be levied.

Land Rent
Land rent is payable for the lease of the factory sites. The rental rates vary according to the location of the sites. The annual land rental is paid in advance every quarter and are revised each year at JTC Corporation's land rent at the time of revision, with a 5.5% escalation cap over the preceding year's land rent.

Standard Factory Rental Scheme

Land and Building Rent
For tenants of standard factory units, you will have to pay your land and building rent monthly in advance. The amount will depend on the type of standard factory that you are renting as well as the location.

Security Deposit

Approval from Relevant Government Authorities

Please note that the offer of tenancy or lease is given to you on the condition that you can get the necessary clearances from the relevant authorities. Applicants are to obtain such clearance directly once in-principle approval of allocation is given by JTC Corporation.  These government authorities are:
