ELAP is an acronym for Express Lane Application Programme. It is a web-based system that allows you to search and apply for factory units made available by Jurong Town Corporation ("JTC"). The grant of the tenancy, however, shall be subject to JTC being satisfied that you have complied with and fulfilled the necessary conditions for the said grant of the tenancy to the factory unit(s).
JTC has divested a selected portfolio of high-rise ready-built properties to Mapletree. The transfer of properties to Mapletree has been completed on 1 July 2008. Please click here for more details.
JTC's criteria in assessing your application :
1) The business entity seeking to obtain a tenancy of the factory unit(s) ("the Applicant") must be a company or business registered in Singapore.
2) The business to be undertaken at the factory unit(s) must be related to industrial activities which include manufacturing, production, assembly, servicing, research and development. Non-industrial activities which include commercial office usage, trading, retailing and wholesaling, do not qualify.
3) At least 60% of the floor space must be used for industrial activities i.e. manufacturing, assembly, servicing, research & development and ancillary storage. The remaining 40% of the floor space may be used as ancillary office, showroom, neutral areas and communal facilities.
4) The business to be undertaken at the factory unit(s) shall not:
a) Involve metal stamping, shot blasting, spray painting, electroplating, sputtering, wood working or chemical etching
b) Emit strong vibrations, loud or high frequency noises
c) Burn fuel, oil, diesel or gas
d) Emit smell, chemical fumes, smoke or dust particles
e) Store or use any controlled hazardous chemicals
f) Store any chemicals, oils or solvents exceeding 100kg
g) Generate waste water
h) Generate toxic or medical wastes
i) Require water consumption of more than 500 cubic square meters per month
j) Store flammable materials exceeding 250 litres.
5) No one or no organization has commenced or filed for legal proceedings (e.g. law suit, injunction) against the business entity.
