 1. Renewal of Tenancy

Q1.1   What if I do not wish to renew my tenancy, but require additional time to vacate the premises when my tenancy expires?

A1.1    In this instance, you can submit an application to JTC for an extension of stay.  During the extension of your stay, you are required to pay building or land and building rent and service charge at the prevailing market rent.  You will be required to re-instate the premises before you vacate it.

Q1.2   What should I do if my GIRO limit is insufficient for deducting the first month's building or land and building rent and service charge?

A1.2    In the event that your GIRO limit is insufficient to cover the first month's building or land and building rent and service charge, the amount shall be paid by cheque. Subsequently, please write in to your bank to request for an increase in your GIRO limit and forward a copy of the letter to JTC.

Q1.3   If I have an existing Banker's Guarantee, when will it be returned if I should decide to change to another bank during the period of tenancy?

A1.3   If you have decided to use another bank during the tenancy period, you are required to submit the new Banker's Guarantee to JTC first before the existing Banker's Guarantee can be returned to you. Please ensure that the new Banker's Guarantee covers the same period of tenancy as the existing Banker's Guarantee.

2. Assignment Of Lease

Q2.1  As a Buyer, if I intend to continue my business operations beyond the current lease term, will my lease be renewed automatically?

A2.1  Your lease will not be renewed automatically. Any lease renewal application will be assessed according to our lease renewal criteria. However, if the Seller's current lease document already has an option for a further lease term and the Seller has met the investment criteria and qualified for the further lease term, then the Buyer will also inherit that option/further lease term, subject to the Terms and Conditions for the option or further lease term, stipulated in the lease document.

Q2.2  Why does JTC impose a restriction period on Assignment or Transfer of lease?

A2.2  Imposing a restriction period is essential, as it is not the intention of JTC to develop industrial properties for rent or sale to maximise short-term returns. We have a developmental role in providing and managing affordable quality facilities to encourage investments in Singapore.

Q2.3  Do I need to confirm with JTC if the Seller has rectified breach of lease covenants (if any) before the completion of the Assignment or Transfer of Lease?

A2.3   No. The Buyer is advised to check directly with the Seller whether there are breaches of lease term, covenants or conditions, and whether all the breaches (if any) have been rectified, prior to legal completion of the assignment or transfer of lease.

If, however, before or after completion of the assignment or transfer, JTC finds any breach which has not been rectified or discovers any breach, JTC reserves the right to require the lessee to rectify and remedy the breaches.

Thus, JTC will look to the Seller (assignor or transferor) to rectify the breaches before completion of the assignment/transfer. Once completion of the assignment or transfer has taken place, JTC will look to the Buyer (assignee or transferee) to remedy all breaches which have not been rectified or had been discovered after completion of assignment or transfer.

Q2.4 As a Buyer, will I be given a new lease from JTC upon Assignment or Transfer of lease?

A2.4  No. Buyer will only be entitled to the remaining lease term of the Seller.

3. Plan Endorsement

Q3.1  Why is there a need for JTC's Plan Endorsement Service?

A3.1  Like any other landlord, JTC needs to know about the kind of works that JTC tenants and lessees intend to carry out on its land and buildings. For the convenience of customers, we have introduced a plan endorsement service.

Q3.2  Why is there a need for Plan Approval?

A3.2  In Singapore,
all erection of new buildings or addition and alteration to existing buildings are required by law to have their plans submitted and approved by the various authorities.

Note: This service is also part of the planning approval process if your proposed work needs to be approved by the Urban Redevelopment Authority (URA).  Plans still have to be submitted to URA if you choose to submit under the Non-Lodgement process.

Q3.3 What does the process involve?

A3.3 
             a) Non-URA Lodgement Case:-

Below is a quick guide to the overall plan approval process for non-lodgement case:

Step 1 - Consultant submits plan

Step 2 - PEU (JTC) endorses plan as landowner

Step 3 - URA processes and approves development plans

b) URA Lodgement Case:-

An alternate route to the usual process is possible if you choose to submit under URA Plan Lodgement Scheme.

Q3.4  Which parties are involved in plan endorsement and approval?

A3.4  They are :

  • Tenant or Lessee (Anyone who rents or leases JTC properties)

  • Consultant (architect or engineer)

  • Consultant appointed by JTC's tenant or lessee to prepare submission plans

  • JTC's Plan Endorsement Unit (PEU). It endorses plans as landowner for all buildings on JTC land.

Q3.5  What works require endorsement and building plan approval?

A3.5  Normally, all new building work and other works that affect an existing building require plan endorsement and building plan approval by the various authorities.

4. Payment Matters

Q4.1 When is my monthly rent due and how will I be notified of the amount payable?

A4.1  Monthly rents and other charges are due and payable to JTC on the 1st of every month. Customers are given a grace period of 14 days from the due date to make payment. Statements of Accounts will be issued fortnightly to our customers on the 1st and 16th of every month, unless there have been no new transactions for your account in the last fortnight. Statements of Accounts (including the past 18 months' history) are also available online via Krypton for your viewing and retrieval.

Q4.2 What are the penalty charges for late payment?

A4.2  Payments received by JTC after the grace period will be considered as late payment and will be subject to an interest charge of 8% per annum, from the due date of the payment.

Q4.3 What are the various modes of payment to JTC?

A4.3  The modes of payment available for payment of rents and other charges include the following:

  • Interbank GIRO
  • Cheque (crossed and made payable to JTC Corporation)
  • Cash
  • NETS or Cashcard
  • FlexiPay
  • Credit Card or Debit Card (for online applications only)


    All customers are encouraged to make their monthly payments to JTC by Interbank GIRO due to the many that benefits it offers. (Refer to Q4.4)

Q4.4 Why should I use Interbank GIRO for payment of JTC rents and other charges?

 A4.4  Because :-

  • It is the most convenient and efficient way of making your regular payments

  • Preparation and mailing of cheques are no longer necessary

  • You can always ensure prompt payment

  • Payment of interest on late payment is avoided

  • Payment is only deducted from your bank account about 21 days after due date (i.e. you will enjoy a longer grace period of about a week as compared to those who pay by cash or cheque)

  • Service provided is free of charge

Q4.5  When is the GIRO deduction date?

A4.5  GIRO deduction will take place on the 21st of every month. In the event that the deduction date falls on a Saturday, Sunday or public holiday, it will be brought forward to the preceding working day.

Q4.6  How long does it take for the GIRO deduction to be activated upon submission of the GIRO application form?

A4.6  It takes approximately one month to process the GIRO application by JTC and your bank. You will be notified of the commencement date of your GIRO deduction by letter. Meanwhile, please continue to make payment to JTC via other payment methods.

Q4.7  Can I set a limit for GIRO deduction?

A4.7  Yes, you may specify a limit for GIRO deduction in the GIRO application form. Should you choose to do so, please set it at least 30% over the existing rent or other charges (inclusive of GST) payable. This will reduce the administrative inconvenience of having to inform your bank to revise the deduction limit each time the rent or other charges are revised.

Q4.8  Is there a receipt issued for payments made through GIRO?

A4.8   No. Payments will be reflected in subsequent hard copy Statement of Accounts sent to you or on your e-Statements available for viewing via Krypton.

Q4.9  Can I change my bank account for GIRO deduction?

A4.9  You would need to inform JTC in writing at least 21 days before the next GIRO deduction date. In addition, you would need to submit a fresh GIRO application form with your new bank account for GIRO payment. You can download a copy of the GIRO form here.

Q4.10  How do I terminate my GIRO account?

A4.10  You may inform your bank to terminate the GIRO arrangement in the form of a letter. Please also forward a copy of the letter to JTC.

5. e-Statement

Q5.1  How do I access e-Statement if I do not have a computer or internet access or if I am using a Macintosh?

A5.1  You can visit our contact centre e-Kiosks at JTC summit. Our staff will be happy to assist you in retrieving your e-Statement online. You can also visit any of the CitizenConnect Centres at your nearest neighbourhood for assistance.

Q5.2 What can I do if I am not IT or Internet savvy?

A5.2  Attend our 1-day Basic Internet and Krypton training at a 90% subsidised rate. Training is conducted twice a month at the JTC summit. Visit our website for the latest training dates and sign up details. You can also visit any of the CitizenConnect Centres at your nearest neighbourhood for assistance.

Q5.3  What can I do if my operating system is Win98 or not compliant with Krypton’s minimum system requirement or using dialup internet access which is very slow?

A5.3  You can visit our contact centre e-Kiosks at JTC summit, our Customer Service Executives will be happy to assist you to retrieve your e-Statement online. Please bring along your SingPass and EASY Access Code. You can also visit any of the CitizenConnect Centres at your nearest neighbourhood for assistance. In the long run, it may be better to consider upgrading to an updated operating system or broadband network as new services usually require higher specifications. Q5.4  What can I do if I have applied for EASY access more than 6 working days ago, but yet to receive any reply from Inland Revenue Authority of Singapore (IRAS)?

A5.4  You may call the IRAS EASY hotline at 1800-3568015 to check on your application status. Have you updated your business address at ACRA or IRAS? It may have been sent to your old address. Access EASY website for details.

Q5.5  My accounts is managed by a third party agent. Can they access my e-Statement?

A5.5  Yes, Krypton allows third party authorisation via EASY. You can authorise them for e-Statement access on Krypton.

Q5.6  Does the system allow multiple users per account?

A5.6  Your company's authorised person (director, manager or accountant) can hold on to the access code and authorise as many staff as they wish to transact with JTC or other government agencies.

6. Use of Premises as Registered Address

Q6.1  What is the definition of Registered Address?

A6.1  The Registered Address or Office of a company is the address that a company has registered with the Accounting and Corporate Regulatory Authority (ACRA).

Q6.2  Can I apply for use of my JTC premises as a Registered Address for another company?

A6.2  As a lessee or tenant of JTC, you may apply on behalf of either your subsidiary, related or associated company if they want to use your premises as their Registered Address.

Using the address of your premises as a Registered Address for an affiliated business without JTC’s approval may be construed as illegal subletting. Therefore, please obtain approval from JTC before doing so.

Q6.3  What are the criteria that I have to abide by?

A6.3   The use of JTC’s premises as a Registered Address is only allowed for a subsidiary, related or associated company of the JTC lessee or tenant.

The use of the premises as a Registered Address does not entail physical occupation of the company. In addition, the subsidiary, related or associated company is not allowed to display any signage in the premises or on the exterior of the premises. Instead, a small sign may be displayed at the reception area within the premises for the purpose of receiving mails.

Q6.4  Do I have to pay when I submit an Application for Registered Address?

A6.4  Upon JTC's consent of your application, you will have to pay a one-time non-refundable administrative fee of $200 (subject to prevailing GST). The administrative fee is charged on a per company basis.

Q7.1   If I have a maintenance feedback on building and facility services within JTC properties and would like to request for assistance, how should I go about doing it?

A7.1  You can call our 24-hour Essential Service Centre hotline (1800-533 2211) if you have any maintenance request on building and facility services within JTC properties.
