    Obtaining CPBU and PUB clearances

Please ensure that you have obtained clearances from Central Building Plan Unit (CBPU) and Public Utilities Board (PUB), if applicable, if there is a change or extension of use arising from the assignment or transfer. Please obtain these clearances before submitting your application to JTC.

Please apply directly to CBPU and PUB for clearances. You will be required to submit the letters of clearance and a copy of your application form submitted to CBPU and PUB (if applicable) for verification should your application be approved by JTC. You may download the CBPU clearance form here and PUB clearance form here.

    • For flatted factory lessees, CBPU’s clearance is not required if your proposed usage has no air, water and noise pollution, no use of chemicals and no discharge of toxic industrial waste. Please refer to the portion Utilities/Clearances in the application form.

PUB’s clearance is not required for the following:

    • If there is no change of use upon the assignment or transfer of lease; or
    • PUB clearance is not required if the potable water consumption of proposed usage is less than 500 cubic meters per month.
