Step-by-Step Guide to Change or Extension of Use

STEP 1

Make an Online Application

Make an online application to request for a change or extend the use of your JTC premises.  You may refer to the relevant annexes below.

STEP 2

Obtain clearances from the relevant government agencies

Please apply directly to the relevant government agencies for clearance. Do ensure that you have obtained clearances from Central Building Plan Unit (CBPU) and Public Utilities Board (PUB) before submitting your application to JTC.

You will be requested to submit the letters of clearance and a copy of your application form submitted to CBPU and PUB to assist us in assessing your application or for verification upon approval. The CBPU clearance form and PUB clearance form are available for download.

CBPU’s clearance is not required in the following circumstances:

  • The proposed usage is listed in Annex 6 - List of uses that do not require clearance from CBPU and it does not generate any air or water pollution, or noise or smell nuisance that can affect neighbouring premises, or require the use of hazardous chemicals.

  • For flatted factory tenants or lessees, CBPU clearance is not required if your proposed usage has no air, water and noise pollution, no use of chemicals and no discharge of toxic industrial waste. Please refer to the "Utilities or Clearances" section in the application form.

  • PUB clearance is not required if the potable water consumption of proposed usage is less than 500 cubic meters per month and/or if you are not applying for NEWater / Industrial Water usage.

 

 
STEP 3

Submit the Online Application 

JTC will notify you of the outcome within 10 working days.

 

 
STEP 4

Acceptance of Terms and Conditions

You will be required to accept the Terms and Conditions in the consent letter and make payment for the administrative fee. An administrative fee prescribed by JTC of up to $500 (subject to prevailing GST) will be charged for every successful application for change or extension of use of JTC premises. In the case of change of trade for Amenities, the administrative fee will be $100 (subject to prevailing GST).

 

STEP 5

Execution of legal documentation

  • For customers on lease agreements, you will be required to execute a Variation of Lease (if the lease has been issued) or a Supplementary Agreement (in cases where only a Preliminary Agreement or Agreement of Lease has been issued).

  • For customers on tenancy agreements, no legal documentation will be executed as the new usage for your JTC premises will be incorporated in the Tenancy Agreement for the next tenancy renewal term.
