Step-by-Step Guide to Plan Endorsement and URA Lodgement Scheme 

STEP 1

Check if your proposed work is exempted from JTC's Plan Endorsement

If your proposed work is listed under Annex A, you do not need to secure JTC's endorsement of your plan.

Note: This does not mean exemption from submission to other authorities.
 

STEP 2

Read through the Allocation Plan, Fact Sheet and Building and Civil Works (B & C) Guidelines to know JTC's requirements and planning parameters.

You will find this information attached to JTC's Letter of Offer or Consent for Assignment issued to you during allocation, assignment and lease renewal.

You may also obtain the Fact Sheet for existing development from JTC.

Before preparing your plans, you should familiarise yourself with JTC's requirements by reading the Allocation Plan, Fact Sheet and Building and Construction Guidelines.

STEP 3

Purchase plans of existing JTC buildings

If you need to refer to existing JTC built building, you may purchase them from JTC Contact Centre. These will help your consultants prepare plans for submission.

You can request for the plan online.

 

STEP 4

Select the relevant Self-Declaration form

One set of Self-Declaration forms must accompany all plans that are submitted to PEU for endorsement. The form will be retained by JTC.

There are separate forms for the different categories of premises leased or rented as indicated below:

  • JTC Corporation Ready-Built Building Tenancy (Include Standard or Terrace Factory, Workshop and Workers' Dormitories)

STEP 5 Preparation of plans

You are to ensure the format of your plans complies with basic requirements. To help us to speed up the processing of your plans, be sure to comply with the following:
  1. Site is highlighted in red on Key Plan.
  2. Boundaries are drawn in red on Site Plan.
  3. Addition and alteration works are adequately shown and highlighted in appropriate color.
  4. All plans, including all pasted portions, are stamped and signed by the tenant, lessee or consultant.
  5. Project title reflects the proposed work, company's name and address.
  6. Allocation number is indicated.
  7. A 100mm x 100mm blank space is provided for JTC's endorsement stamp.
STEP 6 Obtain clearance from relevant authorities
  1. If your proposal involves the use of boilers, chimney, LPG or other chemicals and gases, you need prior clearance from National Environment Agency (NEA).
  2. If your proposal involves dormitory housing, you need JTC and prior in-principle approval.
  3. If your building height exceeds 4 storeys, and/or with worker density of more than 100 persons per hectare, you need prior clearance from National Environment Agency (NEA)
STEP 7

Fill in and sign the Self-Declaration forms

Do ensure that the relevant self-declaration forms are filled. Both tenant or lessee and consultant must sign the Self-Declaration forms. Incorrect declaration will invalidate the endorsement.

 

STEP 8 Compile all documents

Please forward the following documents to JTC:

Machinery layout and work affecting the existing structures

  • Unit Location Plan

  • Professional Engineer's structural calculations and drawings

  • Copy of Installation Card submitted to Building Administration Branch

STEP 9 Hand in your compiled documents to JTC

Please bring all plans, Self-Declaration forms and documents for endorsement to:

No fee is required.

Processing time will be longer (3 to 10 working days) for complicated cases, or if the plans are incorrectly prepared or do not comply with requirements.
