Planning & Development

Clement Toh, Principal Project Manager (Public Projects)

“It gives me great fulfilment and pride whenever I see my projects taking shape and completed well.”

I am responsible for the planning and development of projects for the public sector.

Has your role changed over the past 5 years?

My role has evolved over the years and that’s what makes a career in JTC interesting. JTC makes a concerted effort to rotate its staff and expose them to different functions. I started off as a project manager handling JTC building developments, before I was rotated to work on other projects in the public sector. JTC was appointed as a Centre of Excellence in 2016 to provide project management services to other public sector agencies. I have had the chance to work with different teams of colleagues and embark on a plethora of innovative projects. For me, each day is a brand new challenge. Being involved in varied projects has exposed me to different engineering fields. This allowed me to grow and deepen my expertise, both as an engineer and as a project manager.

I was given the opportunity to be involved in the formulation and implementation of JTC’s Digital Built Environment Department (DBE) requirements. DBE is a holistic building life-cycle information management that transforms the way JTC plans, designs, engineers and manages its buildings and estates. As part of the DBE implementation journey, I had the opportunity to travel overseas. This allowed me to glean insights from industry experts and try out some of the cutting-edge technologies used for DBE.
