In February 1997, the Industrial Redevelopment Programme (IRP) was launched with the following objectives:
To-date, we have announced 14 IRP batches and cleared more than 3,000 industrial units, with tenants relocated to modern industrial complexes with better facilities. If you are affected by the relocation, and satisfy our eligibility conditions, you may be entitled to relocation benefits.

On 5 December 2012, Batch 13 of the IRP to 219 tenants and lessees at the Defu Industrial Estate was announced.115 tenants and lessees of land-based factories will be relocated to Defu Industrial City to be built on the site of the former Kim Chuan Water Reclamation Plant. 12 land-based food tenants and lessees and 90 food tenants will be relocated to Bedok Food City, to be built on a cleared site at Bedok North Ave 4.
During the design development process, we carried out a series of focus group discussions with the affected Defu industrialists to gather feedback on the operational requirements and to share on the preliminary and detailed designs. They participated actively and the valuable feedback received has been used to fine-tune the design of the development.Defu Industrial City will feature high floor loading and high ceiling height with direct ramp access to units. Unit sizes are also customised to suit the operational needs of industrialists. The proposed development will include sustainable initiatives such as natural daylight and ventilation, lush landscaping, as well as pedestrian and cycling facilities to reduce the development’s overall carbon footprint. A rooftop purpose-built dormitory designed with comprehensive facilities and amenities will also be built to cater to workers working within the development.The Defu Industrial City is currently under construction and is estimated to complete in 2020/2021. When completed, Defu Industrial City will be the flagship stack-up complex as the pilot industrial complex at Defu Industrial Park.

The proposed ramp-up 5-storey food complex will include special features such as centralised dual diesel and liquid petroleum gas supply piped into each unit, automatic pneumatic waste disposal system, and the industry’s first uninterrupted power supply with full redundancy. The units within the food complex will also feature integrated ancillary living quarters depending on the units’ sizes. The Bedok Food City is under construction and is estimated to complete in 2019/2020.

In March 2014, Batch 14 of the IRP for Eunos Industrial Estate was announced. The affected Eunos tenants will be relocated to a new industrial complex at Ang Mo Kio Industrial Park 3, AMK3RC1 (working name). The complex is currently under design and is estimated to complete in 2021.
