To carry out development or renovation works on land and buildings, you must obtain our consent for your plans.
You will also be required to obtain approval from other authorities such as Urban Redevelopment Authority (URA) and Singapore Civil Defence Force (SCDF).
Exceptions where our consent is not required are listed in Annex A. Approvals from other authorities may still apply.
Applying for plan consent
Step 1: Contact authorities such as URA and SCDF to find out if your plans need to be endorsed by a Qualified Person (QP). If they require QP’s endorsement, your submission must be made by a QP.
For development or renovation works in high-rise spaces, refer to the Space Submission Handbook for more details.
Step 2: Log in to the Construction and Real Estate Network (CORENET) to submit the necessary documents.
- If your submission is made by a QP, your QP should submit the documents through the ESPro Submission portal for both URA Plan Lodgement and Non-Lodgement
- If your submission does not require a QP, you should submit your documents through the Online Submission portal

Step 3: We will inform you of the outcome of your application within 10 working days of your submission through CORENET.
To encourage the use of digital services, the application processing fee is temporarily waived for documents submitted through the CORENET.

If your proposal involves the use of boilers, chimney, Liquefied Petroleum Gas (LPG) or other chemicals and gases, you must obtain prior clearance from National Environment Agency (NEA).
